The project is designed to divert water from the Neelum River to a power station situated on the Jhelum River, 42 kilometers south of Muzaffarabad. Construction on the plant began in 2008, after a Chinese consortium was awarded the contract in 2007. Despite facing several delays, the first generator was successfully commissioned in April 2018, and the entire project was completed by August 2018. On 13 August 2018, the fourth and final unit of the power station was synchronized with the national grid, and the plant achieved its full 969 MW generation capacity by 14 August 2018.
